It is assumed that if cotton cultivation should be introduced to south China, the work would be taken up by the present
owners of the land or piers; this
would mean bringing in

subdivided into very small holdings. As an illustration of this, I may mention that in one instance when I wished to obtain
a piece of land by renting or purchase on behalf of the
Government, it was found to consist of 30 lots owned by about
35 different people.
This, and other similar cases, would render it difficult for Europeans to acquire any large tracts of land if individuals or companies wished to embark on the cultivation of cotton.
This is probably all, or more than is needed,
